Re-Certification or Annual Renewal

The following information has been extracted from the USSF Referee Administrative Handbook and any recent changes per memoranda.

Referee Admin Handbook

Referees who are registered with the United States Soccer Federation (USSF) must renew their registration annually through their State organization. The Director of Instruction will provide the annual clinic, the State Registrar with the collaboration of the State Referee Administrator will process your application.

2008 Registration Form

Instructions for completing your 2008 Registration Form

This year USSF is using blank forms. There will be no more pre-printed forms.
Submit a completed USSF Registration Form to the registrar or representative at the RECERT-clinic.
Blank forms in limited numbers are on hand so be sure to bring the form mailed to you.

Fill in the form one letter per square.

  • Step 1 - Complete the form by entering your name and your USSF ID Number. This must be entered. Your USSF ID # is provided on the letter that came with the 2008 form. If you do not have the letter look at your 2007 registration card.

    If your information has changed from when you registered in 2007, be sure to fill in the correct address and telephone number.
    State Association = HI
    Grade = Referee Grade, not your grade in school.

  • Step 2 - If you have approval and game count check the box to request an upgrade.

  • Step 3 - Renewing Referees and Assistant Referees should report the number of matches done in the past year, Game Information. Write in the actual number of USSF affiliated games done at each level. Do not use "X" or check marks. Do not include military youth/adult games or high school games as these are not affiliated with USSF.

  • Step 4 - Donations.If you would like to donate check and enter an amount

  • Step 5 - Be sure to check the box yes or no for the felony crime question.
    If you check yes please submit the following information with your form: Description of offense, date, court, and sentence. This box MUST be checked yes or no and you MUST sign and date.

    If a box is not checked and the form not signed in Step 5, the form will be returned.

  • Your signature attests that all information contained on the form is true and correct. Misrepresentation or falsification of facts are reason for possible dismissal. Unsigned forms will be returned.

    Your form will be processed when all information below is completed:

  • Check payable to "HSRA" in the appropriate amount.
  • Passing score on the recert exam
  • Photocopy of Inservice Assessment, if required.
  • List of games officiated during the previous registration year, if required.
  • Taking and passing the physical exam, if required
  • Physical Fitness Exam Information

    Incomplete packages cannot be processed and will delay your registration. Failure to include all required items for your referee grade may result with your referee license getting downgraded.

    Downgrading of a Referee

  • A referee may be downgraded if the referee fails to meet any of the standards for their grade.
  • A referee can only be registered at the level where they can meet the grade standard.
  • If a referee is downgraded, they do not have to spend a year in the lower grade. The referee may be upgraded when they once again meet the grade standard.

  • Change of Address Policy

    It is the responsibility of the official to notify the National office of an address change immediately.

  • Address changes must be in the National Office before August 10 to insure delivery of your registration renewal packet.
  • If you do not receive your badge and card, and have moved since your registration was processed, your badge and card may have been mailed to your former address.
  • Ask your State Referee Administrator to check the status of your registration with the National Office.
  • A check for $5.00 payable to USSF must accompany each request for a second badge/card mailing if there has been a change of address.

  • Referees Not Registered In The Previous Year

  • Any referee who was not registered with the U.S. Soccer Federation the previous year may be certified at the grade they previously held after taking and passing the written test, fitness test, and assessments.
  • This applies to referees who were previously certified and registered with the Federation.
  • A referee who has not been registered for two consecutive years may be registered at the level immediately below the grade previously held and then be tested for the grade level he once achieved at the next available testing session and can register for that grade after successfully completing all of the requirements.
  • Annual renewal requirements vary according to your referee grade.
